Main Reasons

The economic crisis of the Guanzhong plain since the middle Tang dynasty

Xi'an is located in the Guanzhong plain, and it is inconvenient for central government to control the eastern areas which was became more and more prosperous than the western areas.

Xi'an was not as safe as before because the Tibetan regime and the Uighur country became stronger in the southwest and northwest of China during the late Tang dynasty.
